What the numbers say

  • Defense Logistics Agency accounts for 156 of the 165 open solicitations (95%).
  • 74% of the DLA solicitations are due within 7 days (median 3.5 days left); they are mostly parts and supplies. Only 9 come from any other agency, so a services or construction firm should expect few HUBZone set-asides at any one time and check often.
  • 159 of 165 (96%) close within 14 days, so checking once a week misses many of them. Check SAM.gov daily, or use a daily digest.
  • 54 were first posted in the 7 days through Oct 21, 2026.
  • HUBZone set-asides are 5% of all 3,171 open set-aside solicitations of any type on the same date.

8 examples, with our take

A mixed handful, not the full list: different agencies, NAICS codes and notice types, each with at least 5 days left. Each title opens the official notice on SAM.gov. The one-line take is ours, written from the notice's structured fields; read the notice itself before deciding anything.

  1. MAVEN FSR
Dept. of the Navy · Sources Sought · NAICS 541330 · LA · due 2026-10-26
Our take: Sources sought is market research, not a bid; a short capability statement is how firms tell the agency a set-aside would get offers; only 5 days left.
  2. 25--BRACKET,ENGINE ACCESSO
    Defense Logistics Agency · Combined Synopsis/Solicitation · NAICS 336390 · place not stated · due 2026-10-26
Our take: Solicitation is posted, so this can be bid now; a typical DLA parts buy: low price usually wins and the deadline is short; only 5 days left; no place of performance in the structured data.
  3. 10--TRIGGER
    Defense Logistics Agency · Combined Synopsis/Solicitation · NAICS 332994 · place not stated · due 2026-10-26
Our take: Solicitation is posted, so this can be bid now; a typical DLA parts buy: low price usually wins and the deadline is short; only 5 days left; no place of performance in the structured data.
  4. 30--BELL CRANK
    Defense Logistics Agency · Combined Synopsis/Solicitation · NAICS 333613 · place not stated · due 2026-10-26
Our take: Solicitation is posted, so this can be bid now; a typical DLA parts buy: low price usually wins and the deadline is short; only 5 days left; no place of performance in the structured data.
  5. Construction IDIQ Contract, FLETC Charleston, SC
Federal Law Enforcement Training Center · Presolicitation · NAICS 236220 · SC · due 2026-11-03
Our take: Presolicitation: nothing to bid yet, but it announces a solicitation to watch for; it is an umbrella contract, the kind called an IDIQ (indefinite-delivery, indefinite-quantity contract) or a BPA (blanket purchase agreement): winning it gets you on the contract, and the paid work comes later as separate orders; construction, so check bonding and site-visit requirements early; 13 days left.
  6. One Acquisition Solution for Integrated Services Plus (OASIS+) Historically Underutilized Business Zone (HUBZone) Small Business Set-Aside Continuously Open Solicitation
Federal Acquisition Service · Solicitation · NAICS 541990 · place not stated · due 2027-01-11
Our take: Solicitation is posted, so this can be bid now; it is an umbrella contract, the kind called an IDIQ or a BPA: winning it gets you on the contract, and the paid work comes later as separate orders; 82 days left; no place of performance in the structured data.
  7. FY23-28 General Construction Services BPA - W911S223S8000
    Dept. of the Army · Combined Synopsis/Solicitation · NAICS 236220 · NY · due 2027-11-30
Our take: Solicitation is posted, so this can be bid now; it is an umbrella contract, the kind called an IDIQ or a BPA: winning it gets you on the contract, and the paid work comes later as separate orders; construction, so check bonding and site-visit requirements early; 405 days left, a long-running or continuously open notice.
  8. Open Source Software: MOOSE: The Multiphysics Simulation Powerhouse
    Department of Energy · Special Notice · NAICS 541511 · ID · due 2028-03-15
Our take: Special notice: read it for context, not as a bid; 511 days left, a long-running or continuously open notice.

What is a HUBZone set-aside?

A HUBZone set-aside is limited to small businesses certified in the HUBZone program run by the Small Business Administration (SBA). To qualify, a firm must be small under SBA size standards, have its principal office in a HUBZone, have at least 35% of its employees living in a HUBZone, and meet the program's ownership rules; certification is renewed every three years. HUBZone firms also get a 10% price evaluation preference in full and open competitions. Whether an address is in a HUBZone is checked on SBA's HUBZone map. The government-wide goal is to award 3% of federal prime contracting dollars to HUBZone small businesses. Source: SBA: HUBZone program.

How we count

Source: the public SAM.gov Contract Opportunities data file (SAM.gov data services), downloaded and processed by us; this snapshot uses data through Oct 21, 2026.

HUBZone set-aside means the notice's set-aside code is HZC (HUBZone set-aside) or HZS (HUBZone sole source). The rules for these set-asides are in Federal Acquisition Regulation (FAR) subpart 19.13.

Open means, in SAM.gov data through Oct 21, 2026: the notice is still in the latest data file (active), it is a notice type you can respond to (combined synopsis/solicitation, solicitation, presolicitation, sources sought or special notice; award notices and standalone modification/cancellation notices are excluded), and its response date is Oct 21, 2026 or later. 9 active HUBZone notices with no response date are left out.

Counted by solicitation: notices that share a solicitation number count once (the notice ID is used when there is none). A solicitation's deadline is the latest response date among its open notices; its agency, NAICS, state and type come from its most recent notice.

Counts are regenerated each time the site is built from the latest data, so they change daily. Notices can be amended or cancelled after we process them; SAM.gov is the official record. FitScout is an independent service. Not affiliated with, endorsed by, or connected to SAM.gov, GSA (General Services Administration), SBA or any U.S. Government agency.
